Liberalization of metering and measurement fundamentals

With the liberalization of metering and measurement fundamentals, lawmakers and the regulation authorities want to implement intelligent measuring devices (so-called “Smart Meter”).

The new laws force power suppliers to develop new solutions in order to adjust to the changed market requirements. [After January 1, 2010, network operators will be required to make intelligent consumption meters available for new construction and sanitation. By the end of 2010, energy providers must offer load-variable and time-variable rates.]

Essentially, the upcoming changes are based on two influential factors:

  • First, metering and measuring operations are no longer necessarily the responsibility of the network operator. At the request of the customer, these responsibilities can be transferred to a third party, the metering operator or a metering service. As a result, two additional market roles, metering operator and metering service, must be integrated within the process infrastructure.
  • Second, technological advances in the area of Smart Metering are leading to further developments in metering and measuring fundamentals. These changes have significant effects on strategic and operational aspects for network operators, energy providers, metering operators and metering services.
